We promoted Cheshunt Sports Village through the Broxbourne Local Plan, working closely with the Council’s Officers to put together proposals for a mixed-use development which would provide many benefits to local residents, including the provision of significantly enhanced sports and community facilities, employment and much needed new homes. In response, the Council allocated the site for a mixed-use development including a new purpose-built football stadium and Club House for Cheshunt Football Club, along with 4,000 sqm of new community, sports and business floorspace (to give the Club a viable future income stream), and up to 165 new homes (as enabling development, to pay for the new facilities). The site was also removed from the Green Belt, with both the Council and the Inspector examining the Local Plan having been convinced that the necessary exceptional circumstances had been demonstrated to justify this.
Having initially secured the site’s identification in the draft Local Plan, we made a planning application. We were also able to influence the draft policy relating to the site, in the emerging Local Plan, and we succeeded in obtaining changes to ensure it reflected the application proposals. The Council decided to hold the planning application in abeyance until the adoption of the Local Plan, at which point it came forward for consideration by the Planning Committee, with the full support of Officers.
Unfortunately, it was refused by the Planning Committee, following lobbying from local residents.
We subsequently took part in an appeal held by public inquiry. Tim Waller gave evidence on matters relating to residential amenity, design and appearance, and planning matters.
