Green Belt, Heritage Assets, Listed Buildings, Residential Development
The site contains two Grade II listed buildings, one a 17th century manor house, and the other its 18th century stable block. These buildings, and various other curtilage listed buildings and structures within their setting, are in a very poor condition. Their condition has deteriorated markedly in recent years, and they are in desperate need of refurbishment and a new use which will secure their future. Planning permission was previously granted for their conversion to residential use, and for new build enabling residential development within the grounds, in 2009; however, the amount of development permitted was insufficient to cover the cost of the necessary repairs, and the permission has since lapsed.
Working with developers LW Developments, Heritage Collective and Bryant and Moore Architects, we engaged Welwyn Hatfield Borough Council in extensive pre-application discussions, relating to the principle of converting the listed buildings and building new housing within their settings, and within the Green Belt. As part of this, agreement was reached with Officers in relation to detailed design matters and the financial need for the proposed development, to fund the necessary repairs.
Ultimately, we secured planning and listed building consent for the conversion of the existing buildings to form 15 dwellings, and also for the construction of a further 10 new build houses adjacent to Northaw House and in its walled garden, within the Green Belt.
